Jennifer E. Behrens, MSW, PhD, CIPP/US, CIPM, CHPSE

Jennifer specializes in privacy, governance, and identity management solutions. She is the Founder and Principal of PrivacyIM, focusing on supporting initiatives and organizations in their transition from a state of compliance to a commitment to privacy excellence in identity management.  Jennifer leads privacy compliance for multiple NSTIC pilots, and is the IDESG Privacy Committee Chair. She was the Commonwealth of Virginia’s "Data Maven" due to her expertise in information management for departments of social services.

Jennifer received her BA from UVA, MSW from VCU, and PhD in Public Policy and Administration from VCU. Jennifer holds CIPP/US, CIPM and CHPSE credentials.


Timothy S. Reiniger

Tim is the Director of the Digital Services Group of FutureLaw, LLC, in Richmond, Virginia, where he specializes in digital identity strategy and policy development and information assurance protocols. As an information privacy expert, he recently served as Special Advisor on Digital Identity for the Commonwealth of Virginia and was a principal author of the new Virginia Digital Identity Management Law. Tim has significant experience with assessing information governance structures, including trust frameworks and trust marks. Tim has supported the development of NSTIC Trust Frameworks and participated in comprehensive privacy evaluations in the identity management space. He is a member of the ABA’s Identity Management Legal Issues Task Force and is licensed to practice in California, New Hampshire, and the District of Columbia.  

Tim attended Georgetown University School of Foreign Service, and has his Juris Doctor from the University of Michigan Law School.
